The Climate Proofings: Spain's Virtual Tour 2025

Climate proofing is a key requirement for all infrastructure investments benefiting from EU Funds under the Cohesion Policy. It addresses both carbon emissions (the mitigation pillar) and adaptation to climate change.
To guide this process, the European Union issued technical guidance on climate proofing of infrastructure. It is a great reference for anybody interested in embedding climate considerations into the project development process.

As I mentioned, all infrastructure investments under the Cohesion policy, notably FEDER (European Regional Development Fund) in Spain, need to comply with this requirement.
FEDER finances a broad range of infrastructure investments, from high-speed railway lines to restoring shepherds' shelters, ranging from billions of euros to a few hundred thousand. And while the mitigation pillar screens out small investments (threshold: 20,000 tonnes CO2e/year), there is no equivalent threshold for adaptation.
The climate proofing requirement is a major barrier for project promoters seeking to absorb FEDER funding, especially for the smaller investments.
That's why we teamed up with the Ministerio de Hacienda (Dirección General de Fondos Europeos) to:
Streamline the climate proofing assessment for smaller projects (under EUR 10 million), while promoting key adaptation solutions
Provide capacity building to public and private entities to better understand the methodology and its application across sectors.
Regarding the first one, we are getting the preliminary results, and they look amazing.
On the capacity building side, we have planned a very intense fall, with several workshops on the application of the EU's climate proofing to different investment sectors.
When I saw the list, I immediately imagined a rock band world tour.
But I don't have a band, I don't play an instrument, and I can't sing.
It's not even a tour, as the workshops are online.
